This plate, like others with the same photo has the Queen wearing a lime green gown & tiara, standing in front of pink drapes with Buckingham Palace in the background. This plate 9" from Adams & Son has a wide 2" floral gold pattern around the rim. It may have been issued in a Limited Edition since the number 1657 is on the back.
